This study was conducted by Julius Segal at George Washington University under the Human Resources Research Organization (HumRRO) of the Dept of the Army. The POW study was conducted at the same time as another HumRRO study dealing with the FICON Project, a precursor program to the U 2.
The FICON study was a team effort, with one member being Ruth Paine's sister Sylvia Ludlow Hyde Hoke who was employed by the Army only as cover for the CIA.
Some points to consider:
Fred Korth who knew the Oswald family through being the divorce lawyer for Marguerite's 3rd husband, Edwin Ekdahl, took over as Asst Director of Army Manpower & Reserve Affairs soon after the formation of HumRRO. The two studies being looked at here were manpower issues so would have come under the Manpower & Reserve Affairs bailiwick.
Hoke's study on a program dealing with ariel surveillance may have direct implications regarding Oswald's trip to the Soviet Union.
A former POW collaborator named Thomas Peasner would have been one of those under Julius Segal's microscope. Peasner ended up as a piano player in Jack Ruby's Carousel Club in November 1963 and disappeared after purchasing a rifle with a bad check.
